The priority theme of CSW66 was \u201cAchieving gender equality and the empowerment of all women and girls in the context of climate change, environmental and disaster risk reduction policies and programmes.\u201d Also&nbsp; review theme was \u201c&nbsp;Women\u2019s economic empowerment in the changing world of work\u201d (<a href=\"https:\/\/undocs.org\/en\/E\/CN.6\/2017\/L.5\">agreed conclusions<\/a> of the sixty-first session).<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>To forge a sustainable future for us all, \u201cwomen and girls must be front and centre, leading the way\u201d. Secretary-General Ant\u00f3nio Guterres told the opening session of the Commission on the Status of Women (CSW).<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>He&nbsp;<a href=\"https:\/\/www.un.org\/sg\/en\/node\/262373\">described the climate and environmental crises<\/a>, coupled with the ongoing economic and social fallout of the&nbsp;<a href=\"https:\/\/www.un.org\/coronavirus\">COVID-19<\/a>&nbsp;pandemic, as \u201cthe defining issues of our time,\u201d reminding that \u201cour collective response will chart our course for decades to come\u201d.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Noting that the \u201cunprecedented emergencies of the climate crisis, pollution, desertification and biodiversity loss, coupled with the COVID-19 pandemic, and the impact of new and ongoing conflicts, have accelerated and intensified into widespread and interlinked crises that affect us all,\u201d he told the<a href=\"https:\/\/www.unwomen.org\/en\/csw\/csw66-2022\">&nbsp;Commission<\/a>&nbsp;at the hybrid opening day event that the damage would not be meted out equally.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cEverywhere, women and girls face the greatest threats and the deepest harm\u201d.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>And while they are taking action to confront the climate and environmental crises, they continue to be largely excluded from the rooms where decisions are taken.<\/p>\n<p>&nbsp;<\/p>\n<div id=\"attachment_48129\" style=\"width: 645px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-48129\" class=\" wp-image-48129\" src=\"https:\/\/archive.womennet.amwp-content\/uploads\/2022\/04\/UN7926190_3-14-22_ED_6372_.jpg\" alt=\"\" width=\"635\" height=\"423\" srcset=\"https:\/\/archive.womennet.am\/wp-content\/uploads\/2022\/04\/UN7926190_3-14-22_ED_6372_.jpg 700w, https:\/\/archive.womennet.am\/wp-content\/uploads\/2022\/04\/UN7926190_3-14-22_ED_6372_-300x200.jpg 300w\" sizes=\"auto, (max-width: 635px) 100vw, 635px\" \/><p id=\"caption-attachment-48129\" class=\"wp-caption-text\">Secretary-General Ant\u00f3nio Guterres addresses the opening of the sixty-sixth session of the Commission on the Status of Women (CSW). The sixty-sixth session of the CSW will take place from 14 to 25 March 2022 under the theme \u201cAchieving gender equality and the empowerment of all women and girls in the context of climate change, environmental and disaster risk reduction policies and programmes\u201d.<\/p><\/div>\n<p>&nbsp;<\/p>\n<p><strong>\u201cInterlocking crises\u2019<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Women and girls living in small island nations, least developed countries, and places affected by conflict, are impacted most of all, the UN chief said.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Their nutrition and livelihoods are disproportionately affected by extreme weather, and they suffer most when local natural resources come under threat.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>And with increasing climate shocks, evidence points to a link between child marriage and exploitation.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cWhen climate disasters strike, as they do with increasing frequency, research shows that women and children are up to 14 times more likely than men to die,\u201d he continued.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u2018Millennium of patriarchy\u2019<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Mr. Guterres expressed his deep alarm over the increase in violence and threats against women human rights defenders and environmental activists.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cGender discrimination means just a tiny proportion of landowners and leaders are women,\u201d he explained, saying that their needs and interests are \u201coften ignored and pushed aside\u201d in policies and decisions on land use, pollution, conservation and climate action.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>He informed the participants that just one-third of decision-making roles under the Framework Convention on Climate Change (<a href=\"https:\/\/unfccc.int\/\">UNFCCC<\/a>),&nbsp;<a href=\"https:\/\/unfccc.int\/kyoto_protocol\">Kyoto Protocol<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/english_paris_agreement.pdf\">Paris Agreement<\/a>&nbsp;are occupied by women; while they account for only 15 per cent of environment ministers.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Moreover, only one-third of 192 national energy frameworks include gender considerations, and they are rarely considered in climate financing.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cThis demonstrates once more that we live in a male-dominated world with a male-dominated culture,\u201d the UN chief spelled out highlighting \u201ca millennium of patriarchy that excludes women and prevents their voices from being heard.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cWe cannot realize any of our goals without the contributions of all&#8230;including men and boys\u2026working for women\u2019s rights and gender equality\u201d.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Future societies<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>The&nbsp;<a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/the-paris-agreement\">Paris Agreement<\/a>&nbsp;addresses biodiversity loss, land degradation and pollution \u2013vital to creating lives of dignity for all on a healthy planet.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Women and girl leaders, farmers, policymakers, economists, lawyers and climate activists are vital to build the sustainable economies and resilient societies of tomorrow.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;\u201cBut we will not get there without women\u2019s full and equal participation and leadership,\u201d he stressed.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Facing an \u2018impossible choice\u2019<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Over the past two years, gender inequalities and injustices have been highlighted and exacerbated by the COVID-19 pandemic, he said.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Millions of women have been thrown out of work and confronted with \u201can impossible choice\u201d between earning an income or doing unpaid but essential care work as millions of out-of-school girls \u201cmay never return.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cTackling these issues requires a united front, protecting hard-won gains on women\u2019s rights while investing in lifelong learning, healthcare, decent jobs and social protection for women and girls,\u201d the UN chief upheld.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cGender equality and women\u2019s rights must be at the heart of a renewed social contract that is fit for today\u2019s societies and economies.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Armenia resented several ongoing initiatives<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>In the framework of session the Commission held <a href=\"https:\/\/www.un.org\/press\/en\/2022\/wom2214.doc.htm\">a ministerial round\u2011table discussion <\/a>on the theme \u201cClimate change, environmental and disaster risk reduction policies and programmes: advancing gender equality through holistic and integrated actions from global to local\u201d.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Ministers and senior officials of Member States exchanged views on how Governments are working towards advancing gender perspectives into national policies and programmes. Discussing concerns about such pressing challenges as drought and gender inclusion in related mitigation efforts, delegates presented a broad range of national examples, from cash grants to training for women in the information and communications technology (ICT) sector. They also highlighted gender-responsive policies and needs for improvement in such areas as financing.<\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-48128\" src=\"https:\/\/archive.womennet.amwp-content\/uploads\/2022\/04\/Narek-Mkrtchyan-2.jpg\" alt=\"\" width=\"640\" height=\"426\" srcset=\"https:\/\/archive.womennet.am\/wp-content\/uploads\/2022\/04\/Narek-Mkrtchyan-2.jpg 640w, https:\/\/archive.womennet.am\/wp-content\/uploads\/2022\/04\/Narek-Mkrtchyan-2-300x200.jpg 300w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p>In particular, Narek Mkrtchyan , Minister for Labour and Social Affairs of <u>Armenia<\/u>, presented several ongoing initiatives in line with his country\u2019s commitments to such global efforts as the 2030&nbsp;Agenda for Sustainable Development.&nbsp; Armenia\u2019s disaster management strategy outlines a series of sector-targeted actions for preparedness, response and risk reduction from national to local levels while also recognizing the need to increase women\u2019s representation in such activities.&nbsp; The Government prioritizes mainstreaming gender equality in all its projects dedicated to environmental sustainability, resilience-building, climate change adaptation and crisis mitigation. &nbsp;The Gender Policy Implementation Strategy sets the Government\u2019s priorities for women\u2019s equal participation in all spheres of public life, including:&nbsp; preventing the feminization of poverty in the context of the implementation of the 2030&nbsp;Agenda; involving rural women in combating climate change problems; strengthening cooperation with civil society and non-governmental organizations in the field of environmental and disaster risk management; and reducing of the impact of pandemics, in particular COVID-19.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>The outcome of the Commission\u2019s consideration of the priority theme during its 66th session was takes the agreed conclusions, negotiated by all Member States.
