Many people are still unaccounted for.<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cWe are alarmed at allegations that prisoners of war and other protected persons have been subjected to extrajudicial killing, enforced disappearance, torture and other ill-treatment,\u201d the experts said.<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cNo exceptional circumstances whatsoever \u2013 whether a state of war, internal political instability or any other public emergency \u2013 may be invoked as a justification of torture and enforced disappearances,\u201d they said. \u201cSuch acts, when perpetrated in armed conflict, may also constitute war crimes.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>There are numerous reports of human rights violations against civilians and military captives, and of desecration of the dead.<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cWe are seriously alarmed at reported acts of ill-treatment and the desecration of bodies,\u201d the experts said. \u201cWe note that both parties have commenced the return of prisoners of war and other captives, and we call on them to complete the all for all exchange, to clarify the fate and whereabouts of the disappeared, and to treat dead bodies with dignity.<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cWe appeal to the authorities of Armenia and Azerbaijan to carry out thorough, prompt, independent and impartial investigations into allegations of serious human rights violations committed during the conflict and its aftermath in order to hold perpetrators to account and provide redress to the victims. These actions will facilitate truth, reconciliation and healing,\u201d they said.<\/p>\n<p>&nbsp;<\/p>\n<p>The experts will continue to engage with the authorities of both countries and closely monitor the situation.<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>P.S.<\/strong>&nbsp; &nbsp;<a href=\"https:\/\/www.artsakhombuds.am\/en\/news\/495\">The Human Rights Ombudsman&#8217;s staff of the Republic of Artsakh<\/a> has updated the interim report on the cases of killing of civilians by the Azerbaijani armed forces including also the cases found after December 22, 2020, as a result of search operations.&nbsp;&nbsp;The Report summarizes the cases of civilian casualties, caused as a result of the military aggression unleashed by Azerbaijan and Turkey against the Artsakh Republic since September 27, 2020, as well as killings of civilians who were imprisoned in the areas fallen under the control of the Azerbaijani armed forces. The cases are introduced with relevant brief information.<\/p>\n<p>&nbsp;<\/p>\n<p class=\"text-align-justify\">From September 27, 2020, to January 28, 2021, the killings of 72 civilians by the Azerbaijani armed forces have been recorded: 41 &#8211; from targeted strikes, 31 \u2013 in captivity. A number of cases of torture and mutilation of corpses, inevitably targeted civilian deaths were recorded.
