The bill on supporting independent women MPs in border communities was not adopted

Independent women MPs Sofya Hovsepyan, Taguhi Tovmasyan, Anna Grigoryan have worked out a package of draft laws on making an amendment to the Law on Social Assistance to Border Communities and an amendment to the Law on Procurement. Women deputies describe the bill and its adoption as fatal.

 
The co-author of the project Sofya Hovsepyan presented its content at the May 19 sitting of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Nature Protection.
 

“The crop products grown in the agricultural lands located in the administrative territories of the border communities are subject to guaranteed purchase on the basis of a purchase contract guaranteed by the RA Government in accordance with the procedure established by the RA Government,” the independent MP detailed while presenting the bill.

 

Sofya Hovespyan substantiated for the colleagues present at the sitting that the need for such a legislative initiative arose after the war. Due to the defeat of Armenia, the number of border communities has increased, those communities have serious social problems, they are facing the problem of being emptied.

 

Sofya Hovsepyan reminded that Armenia lost lands due to the war, the presence and danger of the enemy made many pastures and lands unusable. Now there are small plots of land left in the border villages and the sale of the harvest from them must be guaranteed by the state.

 

The deputy informed that the government gave a negative conclusion for a number of reasons. She expressed hope that as a result of insignificant and technical changes, the executive will reconsider its approach.

 

The representative of the Ministry of Economy participating in the sitting stated that the justification should include the necessity of the draft adoption, the current situation, the current policy, the expected result of the bill to be adopted, which in this case does not exist.
The representative of the executive body emphasized that there are no analyzes on the types of crop products, quality standards, there may be problems with their selling price and volume.
 

Anyway, the bill was not passed as a result of voting. Sofya Hovsepyan left the sitting of the commission.
