New amendments to the Electoral Code propose to increase the gender quota
The package of amendments to the RA Electoral Code laws authored by the “My Step” faction was officially published on the website of the RA National Assembly (see bills 23-29).
WomenNet.am will touch upon some details of the package of changes next, before that we should mention that the proposed amendments to the RA Electoral Code envisage the renunciation of regional lists, a certain increase of the gender quota. In particular, in the electoral lists of the parties fixed by the current legislation, the 35/65 ratio is proposed instead of the 30/70 proportion of the sexes of the candidates.
With the amendments to the RA Electoral Code, it is proposed to rewrite Article 83 of the current Code.
It should be noted that Article 83 of the current Electoral Code stipulates the requirement of territorial lists, the 30/70 proportion of candidates in the electoral lists of parties.
The amendments to the Electoral Code propose to abandon the use of open or regional lists by switching to voting only on a closed proportional list. In this regard, the draft justification states that the electoral system did not justify itself by “using its so-called” rating “lists,” proving its ineffectiveness in a very short period of time.”
It should be noted that the draft amendments to the Electoral Code envisage new regulations related to the specification of voter lists, the appeal of election results, the conduct of the election campaign and its financing.
