30/70 proportion is offered in party lists, but only for the elections in 2022
Today, the National Assembly commenced a debate on the second reading of the draft new Electoral Code of Armenia. The project has been changed from the first to second reading, considering MPs’ recommendations and observations of the Venice Commission. Positive changes include increasing the representation of women in party lists up to 30 percent, but the transitional and final provisions indicated that they will be in effect only from 1 January 2022.
According to the draft article 83.4 the proportion of sexes in party lists was increased to 30/70.
Representing the project, head of the Government Staff Davit Harutyunyan noted that this provision will operate only for the next elections, which will enter into force only in January of 2022 (Article 144). While this provision was adopted in the first reading, it is 25/75 proportion, ranging from 1-4.
