Kristine Ghalechyan has been appointed Deputy Minister of Territorial Administration and Infrastructure

 

The number of female deputy ministers in the government is 25%

 

By the April 13th decision of the RA Prime Minister Nikol Pashinyan, the acting General Director of the “Road Department” SNCO Kristine Ghalechyan has been appointed RA Deputy Minister of Territorial Administration and Infrastructure.

 

 

After this appointment, 10 out of 40 deputy ministers in 12 ministries are women (25%). It should be reminded that as of September 2019, there were 12 female deputy ministers in the government.

 

 

Minister of Health Arsen Torosyan has two female deputies of the four deputy ministers : Lena Nanushyan and Anahit Avanesyan.

 

 

In this sense, the Ministry of Justice also stands out. Minister Rustam Badasyan’s two deputies are women: Kristine Grigoryan and Srbuhi Galyan.

 

 

In the Ministry of Environment one of the two deputies of Minister Erik Grigoryan is a woman, Irina Ghaplanyan.

 

 

Only one of the five deputy ministers of the minister of economy Tigran Khachatryan, is a woman, Naira Margaryan.

 

 

Minister of Territorial Administration and Infrastructure Suren Papikyan has six deputies, two of whom are women, Lilia Shushanyan and newly appointed Kristine Ghalechyan.

 

 

Minister of Education, Science, Culture and Sports Arayik Harutyunyan recently fired Deputy Minister Arevik Anapiosyan, and currently has four deputies, two of whom are women, Narine Khachaturyan and recently appointed Zhanna Andreasyan.

 

 

There are no female deputy ministers in other ministries. Especially in the power bloc, both in the Ministry of Emergency Situations (3 deputies) and in the Ministry of Defense (2 deputies) the deputy ministers are exclusively men.

 

 

Foreign Minister Zohrab Mnatsakanyan also has no female deputy (none of the four deputies is a woman), Minister of High Technological Industry Hakob Arshakyan, Minister of Finance Atom Janjughazyan. 

 

 

There are no women among the three deputies of the Minister of Labor and Social Affairs Zaruhi Batoyan. Until recently, the minister had four deputies, only one of whom was a woman, Zhanna Andreasyan, who, by the way, was appointed deputy minister of education a month ago.

 

 

It should be noted that according to the RA Law on Public Service, the positions of “ministers” and “deputy ministers” are considered political, but, as the law says, “Political position of Deputy Minister” It is not endowed with the power of authority delegated by the head of the government and the right to make political decisions at its own risk. ”

 

In this respect, only the post of Minister of Labor and Social Affairs, held by Zaruhi Batoyan, is considered a level of political decision-making.
